With more than 30 years of city and town management experience in California, Washinton, Minnesota, and Missouri, Bill has managed annual budgets ranging from 6 million dollars to 95 million dollars and has led both small and medium sized communities.
He holds a bachelor's and master's degree in Public Administration and was a International City/County Managers Association (ICMA) Credentialed City Manager for 15 years.
Hamed Jones has fourteen years of governmental accounting experience with the City of Palmdale, where he started his career as an Account Clerk and worked his way up to Assistant Finance Manager / Deputy City Treasurer. His governmental experience includes cash receipting, debt management, assessment district administration, cash and treasury management, financial analysis, financial statement reporting, and budget preparation and monitoring. He also has over a decade of supervisory experience over accounts receivable, accounts payable, and payroll.
As Administrative Services Director, Jones is responsible for oversight and direct risk management, information services and District financial operations, which includes development of the annual budget, evaluating the District’s needs and fiscal condition, and identifying and implementing improved processes and cost-effective practices.
Mr. Jones holds a Bachelor’s degree in Mathematics/Applied Science with an Accounting and Management Plan from the University of California Los Angeles and a Masters Degree in Accounting and Financial Management from the Keller Graduate School of Management. His hobbies include UCLA sports, fishing, coaching AYSO soccer, and traveling with his family
Chief Melanson has had a distinguished career in law enforcement, spending the majority of his career with the Kern County Sheriff’s Office, and achieving the rank of Patrol Operations Commander. He has also served as a Deputy, Senior Deputy, Sergeant, and Lieutenant in a variety of special assignments and in smaller sub-stations across the county, giving him an excellent insight and understanding of the law enforcement needs of smaller, rural communities such as Bear Valley Springs.
Chief Melanson holds an Associate’s Degree from Bakersfield College, a Bachelor’s Degree in Criminal Justice from Union Institute and University, and a Master’s Degree in Public Policy and Administration from California State University, Bakersfield.
He is well-respected in his field and his extensive experience in law enforcement and his passion for Community Oriented Policing make him an ideal fit for our community.
Dave has over 30 years of municipal public works experience in several states. He has served in supervisory positions in Craig and Grand Junction, Colorado. He managed public works and utilities projects for CH2M Hill in Colorado and Oregon. He served as Operations Director for Terracare Associates, delivering municipal services to several Utah cities.
Most recently he managed several construction/landscaping projects in San Jose for clients like Microsoft, Google, LinkedIn, and Stanford Medical Center. He comes to us from the City of Austin, Texas, where he was Division Manager over all street improvements.
Dave is a professional trainer in subjects including communication, employee development, snow & ice management, municipal budgeting, and pavement preservation. He has served as a project manager for many capital improvement projects and his teams have won state and national awards and recognition for his municipal programs and creative solutions to public service problems.
Married to his high school sweetheart, Dave is an avid cyclist as well as an award winning musician and composer. He and his family have now made Bear Valley Springs their home.
