Generator, Guardrail & Well project updates, Sewer system inspection results, and monthly updates

Generators:

We applied for a CEQA Waiver on August 14 with Kern County Environmental for our Cummings Valley Generators, Booster 3A, and Booster 3C. Land surveying of our easements for the generators was started on August 27 and should take approximately five weeks to complete. The two generators for Cummings Valley Wells are expected to arrive the second week of September. We have received a bid for the concrete and electrical work for the generators in Cummings Valley. The County placed an order for six generators for our pneumatic tanks on June 25, 2020. We have ordered five additional portable generators. We have two more generators we are in the process of ordering for Booster 3A and Booster 3C. General Services is reviewing the information. Once our CEQA Waiver is approved and our land surveying is completed we will apply for our AQMD Permits.

Well 31:

We are still in the process of completing this rehab due to some unforeseen circumstances. There is a deviation in the casing, which requires a different process for evaluation of the well.

Well 32:

Rehab was completed, with pump testing at 400 gpm. We are awaiting sample results. Once results are back and assuming everything is clean we will begin phase 2. Phase 2 is the rebuilding of the well itself (new pump and connecting to system).

Shredding:

On Saturday, August 15, 2020 we held a paper shredding event from 8:00 a.m. to 11:00 a.m.There were three CSD employees onsite to direct traffic and assist residents. The morning was busy prior to even opening the event. Staff was able to move everyone through rather quickly. We took in almost 4,000 pounds of documents to be shredded by the end of the event. There were roughly 120 vehicles that dropped off items to be shredded.

Sewer Collection Pipes CCTV Inspection:

(Daily Camera Report Attached) The WWTP contracted with an outside company, Mark SimonSewer Maintenance for the project. The results of videoing the sewer system is as follows:

“The overall condition of your collection system is in very good shape, with the exception of a few off sets, a few protruding taps, a few root spots and a couple of bellies.”

With the information from the sewer system inspection, the staff of the WWTP is now able to prioritize zones/sections of the collections system for hydro jetting and general maintenance

NPDES Permit Renewal Status (Wastewater Treatment Facility):

A decision from the Regional Board has been made to delay the Bear Valley CSD WWTF permit renewal until the CSD completes a Waters of the United States investigation. The Regional Board would like to relocate the PH Compliance point from the contact chamber to the pond, MKN & Associates and Larry Walker & Associates have been contracted and completed the Infeasibility Study. The study is intended to show Sycamore Creek as an ephemeral creek(a creek only created when there is runoff). The Regional Board appears to be very supportive of this study. The report will be submitted to the Regional Board and reviewed. The Regional Board decision could lead to the BVCSD only being required to work under a WDR permit and eliminate the NPDES permit under the operational guidelines thus saving money long term for the District. The District and Regional Board hope to have this complete and submitted in February for the Regional Board to adopt by June 30, 2021. For the current time, the BVCSD is directed by the Regional Board to continue normal operations under the existing permit.

Guardrail Improvement Project:

There was a change order, which saved us $1,818.35 bringing the contract down to $150,798.45. Materials have been ordered and work is set to start with Alcorn Mid-Late September. The contract is for work to be completed in 20 days from start to finish. As work is scheduled, information will be provided to Megan and our office for getting the information as needed to the public.

Gate Drainage Project:

Don Davis provided an updated to the BOD.

Roads Division

East end of Starland Road Failure

July – Roads division focused on patching multiple water leak repairs as well as repairing de-laminations on the road, with a focus on Deertrail. The areas for water leak repairs were:Skyline, Wilderness, Saddleback, Starland, Buckthorn and Deertrail. Approximately 50.52 tons of asphalt were used on the roadways during July.

August – Roads division focused on patching water breaks and potholes. Approximately 40.5 tons of asphalt were used on the roadways during August. Notable patch locations are: ]

  • Cumberland Hill
  • Frontier
  • Skyline (3 locations)
  • Caddy Lane
  • Meadow Lakes (2 locations)
  • Bay Ct. (2 locations)
  • Wilderness
  • Starland
  • Fawn Way
  • Deertrail (7 locations).

Approximately ten hours of weed abatement were completed

Water Division

July – Daily operations and sampling continued throughout the month. Lead and Copper testing was completed at 20 properties within the valley (required every 3 years). Individual property results are mailed to each property owner. Water leaks were repaired on:

  • Oakflat
  • Lakeview
  • Butterfield
  • Rolling Oak
  • Basin Harbor
  • Skyline (3)
  • Buckthorn
  • Cumberland
  • Cumberland Hill
  • Barkes
  • Bay Ct.

The water division also marked approximately 222 USA’s for other contractors working in the valley.

Condo repair - 3 service lines connected to one main line

August – Daily operations and sampling continued throughout the month. Replaced a total of five service lines on:

  • Meadow Lakes
  • Tuttle
  • Paramount.

Repaired water leaks on:

  • Lakeview
  • Paramount (2)
  • Pebble Beach
  • Basin Harbor
  • Marina Ct.
  • Jamaica Dunes
  • Parking lot of Condos
  • Fawn Way (2)
  • Tank 02
  • Ridgeview Air Vac

  • Wilderness.

We marked approximately 223 USA’s for other contractors working in the valley. We did system maintenance and flushed all blow-offs and hydrants on Cumberland this month.

Wastewater Division

July - Preventive maintenance and general plant up-keep and standard operations continue on a daily basis. Continued working on spreadsheets for consultants for creek data from 2010 to present. Performed extra lab testing of pond for phosphates, copper chlorides and hardness. Weed abatement around facility continued. Water is still going to golf course. Had a conference call with Bill Malinen and Regional Board concerning prioritizing study for ephemeral streams.

August – Preventive maintenance and general plant up-keep and standard operations continue on a daily basis. A leak in the chlorine room has been repaired. The wash water pump #2 was repaired and put back into service. Assembled new small storage locker for granular chlorine storage. Weed abatement at the facility has been ongoing and water is still going to the golf course.

General Services

Facilities

July – Transfer station upgrade is nearing completion. Staff made seven repairs at our Police Department and Gate facilities. There were four repairs made to various facilities within the District. Completed renovation of Jacaranda and El Rancho mail station #4. Five additional mailbox repairs were completed throughout the District. Generator inspections were completed on five generators.

August – Facilities division is re-evaluating mailbox stations that have not yet been completed to revise the work schedule to make sure the Bus Route stations are completed first. There were six repairs made at our Police Department and Gate facilities. There were two repairs made to various facilities within the District. We had seven repairs made to various mailbox stations and five generator inspections were completed. Mailbox station 4550 at Bear Valley and Black Gold begins its renovation the first week of September.

Fleet

July – Fleet had a busy month with repairs and services. Six vehicles had routine services completed, seven equipment repairs, eight vehicle repairs and one field break down repair.

August – Fleet had another busy month with repairs and services. There were three vehicles that had routine services completed, four equipment repairs, ten repairs on vehicles and two repairs on small equipment. Work has begun to prep equipment for the snow season.

Transfer Station

July – Upgrade is nearing completion with the site. The new traffic flow is working well. Waste Management hauled:

  • thirty-six house hold trash bins
  • sixteen manure bins
  • twelve green waste bins
  • eleven recycling bins.

August – Traffic flow is continually improving as residents learn the new system. Waste Management hauled:

  • fifty-six household trash bins
  • twenty-six manure bins
  • twenty-six green waste bins
  • twenty-two recycling bins.
